Evaluation of Business Finland’s cleantech and bioeconomy programs

We evaluated the results, relevance, and impacts of nine cleantech and bioeconomy programs run by Business Finland and its predecessors, Tekes and Finpro. We also examined how the programs contributed to the implementation of national strategies. The purpose of the evaluation was to produce information and recommendations to support the development of Business Finland and the planning of new programs.

We carried out the evaluation in cooperation with the Technopolis Group. We were responsible for the document analysis, interviews, statistical economic analysis, and sustainability assessment in the evaluation. In the evaluation, we identified the impacts and areas for development of the programs, on the basis of which we formulated proposals for measures to improve program planning and the selection of parties and activities chosen for the programs, so that sustainability impacts would be better taken into account.
