Assessment of climate risks and development of adaptation in the sub-regions of North Karelia

We assessed the climate risks and the state of adaptation in the sub-regions of North Karelia. The main goal was to determine whether the regional adaptation plan is sufficient to meet the needs of the sub-regions or whether separate, local action plans are required.

We collected and analyzed information on the specific characteristics of the sub-regions and the impacts of climate change. Based on this, we mapped the sub-region-specific climate risks and prepared vulnerability analyses.  We organized six workshops for representatives from different municipal sectors and other key stakeholders where we identified and assessed the local impacts of climate change and the necessary adaptation measures. We deepened the workshop results with expert interviews. Furthermore, we formulated concrete and practical recommendations for developing the adaptation work of the region and its sub-regions.

The report increased knowledge about the sub-regions’ climate risks, vulnerabilities, exposure factors, and impacts, enabling the systematic development of climate change preparedness planning for the municipalities and sub-regions. The project increased the expertise of municipal representatives in the area regarding the local impacts of climate change and strengthened their commitment to adaptation work.
